Collective Bargaining Agreement (CBA) Search Feature

The OLMS Collective Bargaining Agreement (CBA) Search Tool is a Microsoft Access Database that contains references to the CBAs available on the OLMS public website. The tool allows you to search for a union or an employer from a list of filers. After selecting a union or an employer, a list of the related CBAs is displayed along with hyperlinks that can be used to view the documents. The hyperlinks access the documents from the OLMS public website, so you must have Internet access in order to view them.
In order to use the tool, you should download the file to your computer. If using Internet Explorer, it is best to use the “Save As” option when saving to your computer. If you do not have Microsoft Access and would like the searchable data in another format, or if you have any further questions, please contact OLMS at olms-public@dol.gov or call OLMS: (202) 693-0123 | TTY: 1-877-889-5627.

About the Collective Bargaining Agreements File

As a result of Secretary's Order 4–2007, issued in May 2007, the authority for maintaining the Department of Labor's collective bargaining agreements (CBA) file was transferred to the Office of Labor-Management Standards (OLMS) from the Bureau of Labor Statistics (BLS). The CBA file has been maintained since 1947, pursuant to Section 211(a) of the Taft-Hartley Act, which directs the Department of Labor to collect these agreements “for the guidance and information of interested representatives of employers, employees, and the general public.” Documents are submitted by signatories on a voluntary basis. Therefore, some materials may not be current or available for all major bargaining units. In addition, OLMS posts CBAs received from either the employer or the labor union, singly or jointly. However, if either of these parties objects, OLMS will not post the CBA. CBAs must be submitted by the labor union or the employer (or their employees or agents) in order to be posted. This requirement is meant to ensure that the CBAs are being submitted voluntarily. Further, OLMS does not collect CBAs from the railroad and airline industries. The National Mediation Board is responsible for copies of CBAs covering railroads and airlines. The Office of Personnel Management (OPM) also posts federal-sector CBAs on its site: https://www.opm.gov/policy-data-oversight/labor-management-relations/collective-bargaining-agreements/. Also, please note that the Department has an agreement with Cornell University to provide it with older, pre-1990s CBAs. Cornell posts CBAs on its website at: http://digitalcommons.ilr.cornell.edu/blscontracts/.
