In 2014, of the 40 states plus the District of Columbia with state-funded pre-K programs, only nine served more than half of all 4-year-olds in the state, and 11 served less than 10 percent. OPK programs may enroll up to 20% of children from families that have incomes above the Poverty Guidelines. Programs may also serve up to an additional 35% of children from families whose incomes are above the Poverty Guidelines, but below 130% of the poverty line if the program can ensure that certain conditions described in the Head Start Act have been met. Head Start and Early Head Start programs are free, federally funded programs designed to promote school readiness for children from low-income families. Early Head Start serves pregnant women and families with children under age 3. Head Start programs serve children between 3 and 5 years old.
